NIST SP 811 (2008), Appendix B.8 — pound (avoirdupois) (lb), note 22: the exact conversion factor is 4.535 923 7 E−01
Body weight, luggage allowances and gym plates are the three places this conversion turns up daily. The pound used here is the avoirdupois pound, the ordinary one, defined as exactly 0.45359237 kilograms since 1959. Precious metals use a different pound entirely, which is why a pound of gold and a pound of flour are not the same mass.
lb = kg ÷ 0.45359237
The standard defines the pound in terms of the kilogram, so going from kilograms to pounds divides by that exact number. The familiar 2.2 is a rounded reciprocal and is short by about a tenth of a percent.
